Transportation Master Plan Notice of 30-day Review Period

A draft Transportation Master Plan Report, which outlines the study's outcome, has been prepared and is now ready for public review and consultation.

This notice announces the start of the 30-day-calendar review period for the TMP in accordance with the requirements of the EA process.

Public consultation is a key component of this process, and the Town wants to hear from you. Click here to GIVE YOUR FEEDBACK!

The draft TMP Report will be available for review from June 30 to August 1, 2022. Members of the public are invited to review the Report and provide feedback via the Join the Conversation link noted below. Comments received help to inform and determine the final stages of the project and will become part of the public record of the study (except for personal information).

As of August 2022, Council has not yet approved or endorsed the Report. Council will be presented with the final draft Report and a summary of the comments received following the 30-day review period.

TMP Project Overview

In March 2020, the Town of Niagara-on-the-Lake initiated a Transportation Master Plan (TMP) study. A TMP is intended to serve as a long-range strategic plan for Niagara-on-the-Lake to identify transportation infrastructure requirements that address existing challenges and opportunities, support growth and recommends policies to guide transportation and land-use decisions.

The study identified the Town's transportation needs and opportunities through the year 2031 and recommended multi-modal operational, design, and transportation policies for the Town.

Recommendations from the TMP will enhance connectivity between transportation modes to move people sustainably, efficiently, and safely while reducing reliance upon any single mode of transportation.

The TMP study was brought to the April 25, 2022, Council meeting. At that meeting, Council gave the following direction:

  • Moved by Councillor Norm Arsenault, seconded by Councillor Al Bisback that Item No. 8.1 - TMP Final Report noted in the memo dated April 25, 2022, for the Transportation Advisory Committee Minutes of April 12, 2022, be amended as follows:
    • Receive the Transportation Master Plan;
    • Endorse the 30-day consultation period as per the MCEA; and,
    • Refer the recommendation to ‘endorse the TMP in principle pending the 30-day consultation’ to staff for further consultation with the TMP consultant.

Prior to the finalization of the TMP and approval by Town Council, members of the public are invited to contribute feedback during a 30-day review period.

The Process

The Niagara-on-the-Lake TMP study was undertaken in accordance with the Master Planning process of the Municipal Class Environmental Assessment (Municipal Engineers Association, 2000 as amended) (Class EA), which is an approved process under Ontario’s Environmental Assessment Act. The EA process includes public engagement and consultation. The TMP will provide the framework for future projects that may require further detailed studies under the Municipal Class EA. The Town has completed the four-phase study.

The final step in the Master Planning process is the preparation and public review of the final draft TMP report. To announce the completion of the TMP report, a Notice of TMP Completion was issued on June 30, 2022, to advise the public and other stakeholders that the MCEA process is complete and that the final draft TMP report is available for review and comment for a 30-day public consultation period (until August 1, 2022).

Comments from the 30-day consultation period will be reviewed and considered by the project team, and the final draft TMP report may be amended in consideration of the comments received. Following this, the TMP recommendations will be presented to NOTL Council for final approval.

Town Staff will review comments and themes and provide them to Stantec. All feedback results will be provided in an Information Report to Council.
