The Town of Niagara-on-the-Lake recognizes the importance of a comprehensive Tourism Strategy that will provide a foundational framework for tourism.

In November 2022, Staff issued the Tourism Strategy and Action Plan Request for Proposal (RFP) on the Town’s eProcurement Website. The bid closed on December 6, 2022, and the Town received three (3) Proponent Submissions. A selection committee was created to evaluate the submissions, which included Town Staff from the Divisions of Finance, Customer Experience and Communications, and Planning as well as representatives from NOTL Chamber of Commerce/Tourism, and the Regional Municipality of Niagara (Economic Development Division).

After completion of the RFP process and extensive deliberations by the selection team, CBRE was ranked as the top-scoring proponent. CBRE’s Tourism and Leisure Group has over 30 years of experience in a consulting capacity with municipalities, government agencies, non-profit organizations and Indigenous groups. Their team’s strengths are in tourism strategy development, tourism master planning, data analysis and community outreach.

The Tourism Strategy will be action-based and is expected to focus on priorities, implementation and measurement. Included in the Tourism Strategy will be a detailed assessment and potential costs, as well as actionable items that will foster and advance sustainable tourism and related community infrastructure. This will take full account of the current and future economic, social and environmental impacts, while addressing the needs of residents, industry, environment and visitors. It will also align with the Municipal Accommodation Tax (MAT) Committee’s work.

At the December 20, 2022, Council meeting, Council approved the selection of the Tourism consultant, CBRE, and directed Staff to begin the process for a Tourism Strategy Committee.
