St. Davids Heritage Conservation District

At the January 14, 2019 Council meeting, Town staff were directed by Council to proceed with public consultation with the residents of St. Davids in regard to the establishment of a Heritage Conservation District in St. Davids. The purpose of engagement at this time is to determine if there is interest from village residents for such an undertaking. The exact extent of the potential District is unknown at this time and would be determined through further study. Further study would be required in order to determine the appropriate boundaries.

This Join the Conversation page is an opportunity for the community to share its ideas and provide feedback. Should Council choose to proceed with the establishment of a Heritage Conservation District in St. Davids, the Town would be required to prepare a study in regard to such a designation.

Part V, Subsection 41(1) of the Ontario Heritage Act allows the council of a municipality to designate Heritage Conservation Districts (HCD). District designation would enable Town Council to manage and guide future change in the St. Davids, through the adoption of a District Plan. Change within the District would be further governed by subsections 42(1) and (2) of the Ontario Heritage Act, which require a Heritage Permit from the Town prior to any alterations to buildings and property within a HCD, except for interior alterations where the interior features are not included in a property-specific designation By-law under Part IV of the Act. The District Plan and the Heritage Permit process work in tandem to ensure that Council’s objectives for the conservation, protection and enhancement of the District’s cultural heritage resources are met.
