Project Overview
The Town of Niagara-on-the-Lake is partnering with NPG Planning Solutions Inc. to lead a community engagement process to consider future uses for the Former Hospital Site at 176 Wellington Street in Old Town.
The Former Hospital Site is a 2.32-acre lot fronting onto Queen’s Parade. The site contains the two-storey former hospital building, a communication tower, and parking areas.
The Town currently owns the site and rents out space to a local community school and a small business. Niagara Regional EMS also use a portion of the site.

To support this engagement, the Town has launched this project page where community members can stay informed and participate in various activities running through the end of 2025.

Where is the Former Hospital Site?
The Former Hospital Site is within the urban boundary in the Old Town urban area. The lands are bounded by Queen’s Parade at the south, Wellington Street at the west, and Byron Street at the north. To the east are federally owned lands and Fort George National Historic Site. To the west, Queen’s Parade transitions to Picton Street and the historic downtown area.
About the Site
Currently, the site is partially rented to a private school and other businesses, and is home to Niagara Regional EMS and a functioning ambulance station. Historically, it has served as a hospital, nurses’ residence, hospice, and medical office space. The site is surrounded by a mix of commercial, residential, institutional properties and historic areas, and offers tremendous potential for meaningful community use.
The Town bought the property from Niagara Health Services after it was declared surplus. According to the Town’s 2017 Official Plan, the land is meant for open space or community buildings, and its current zoning is for public or institutional use. Council may consider changes to how the land can be used through a future planning process, based on feedback from the community.
Strategic Plan Alignment
This engagement initiative aligns with Council’s 2022–2027 Strategic Plan under the Enrich Community Assets, Environment & Infrastructure pillar. The goal of the engagement is to gather community feedback on how the site can be transformed into a space that reflects the values and future needs of the community.
Engagement Purpose and Outcomes
The responses you and other community members provided will help the Town consider future use(s) for the hospital site, informed by the community's needs and aspirations.
The overall findings of engagement activities will be compiled in a report and shared with the public and Council in December 2025. The findings of this engagement process are intended to guide future Council decisions regarding the use of the Former Hospital Site. Any decisions on new uses for the Former Hospital Site will be made after the completion of this engagement work.
