I'm confused about the INN and their powered over Town council.   Can someone please outline what power they have to overturn council decisions regarding development.

At the end of the day, most developers do what they are allowed to do by local by laws, councils' actions etc. In democracies, councils are elected to serve and protect the citizenry. To help them, they request staff to produce appropriate by laws, plans etc to give force to the desires of the existing voters. In a town like this they don't have to be developer friendly unless that developer is acting in a locally sensitive way - they are quite capable of looking after themselves - they don't need our help - they wont leave us in droves! Some developers seek a good local reputation and want to build houses of mutual benefit to their and the town's reputation - ie to be good neighbours. Others only care about how much money they can make at our expense. Collectively we have been naïve and asleep at the wheel of late, waiting for others to determine our future - hopefully we can take back some of the control before we end up selling the naming rights of the town to a particular group.
