Residents downtown 1hr parking permits

Time to rewind the tape and remember what the idea of these permits is.  First they are not revenue raisers. The idea is to allow residents to park downtown for a relatively short period without having to pay parking charges.  The use of them does not diminish parking revenue to the town as those without would simply walk from non-metred areas.

However, as many household have more than one car, yet do not necessarily use both at the same time, lets just recognize that the resident is purchasing the use of a parking spot regardless of which car they are using.  Therefore we should simply go back to the old, simple card permit to place in whatever vehicle we choose to use.
